This texture is used by a loose metal sign appearing twice in the Highway 17 chapter and a wider variation of the same sign hanging from a metal pole in the Anticitizen One chapter.
It appears to be an advertisement for an insecticide. It contains multiple misspellings, ending with complete gibberish.

Observations
The first line is probably meant to read "Insecticid neutralizant" (Neutralizing insecticide).
"Insecticid neutralizat" would literally translate to "neutralized insecticide", and I'm not exactly sure how useful an insecticide that is already neutralized out of the box would be.
"Injsetare" has two layers of orthographical mistakes to it, I assume. It would be a misspelling of "ingestare", which in itself is an incorrect spelling of "ingerare", a conversion of the verb "a ingera" into a noun, meaning "ingestion".
Having that in mind, "pericol de ingerare" would translate into something like "risk of ingestion". Never eat your gardening gloves after spraying insecticide.
"Atention" seems to literally just be the English word "attention" but without a second T. For what it's worth, "attention" in Romanian is "atenție".
"Caldura" is missing the breve diacritics on both of the As, which if added to our word would make "căldură", meaning "heat".
"Intensive" in Romanian would normally be used to refer to multiple things of feminine gender which are intensive, but here we're supposed to be referring to only one thing, that being the concept of heat, so the form we want is "intensivă". Put together, the two words read "căldură intensivă". Intensive heat!
"Grsial tanverit" is pure gibberish, on the other hand.
